What are the functions of the Meeting of the Parties?

The Meeting of the Parties has the following functions:

  • To elect the Members of the Committee for the Protection of Cultural Property in the Event of Armed Conflict;
  • To endorse the Guidelines developed by the Committee;
  • To provide guidelines for, and to supervise the use of the Fund for the Protection of Cultural Property in the Event of Armed Conflict by the Committee;
  • To consider the report on the implementation of the 1999 Second Protocol submitted by the Committee;
  • To discuss any issue related to the application of the 1999 Second Protocol, and to make recommendations, as appropriate.

In addition to the representatives of the Parties to the 1999 Second Protocol, the representatives of Member States of UNESCO not parties to this Protocol and permanent observer missions to UNESCO may participate in the work of the Meeting as observers, without the right to vote.

The Meeting of the Parties to the 1999 Second Protocol is a governing body of the 1999 Second Protocol. The Meeting of the States Parties is convened every two years at the same time as the General Conference of UNESCO, and in co-ordination with the Meeting of the High Contracting Parties, if such a meeting has been called by the Director-General.

In addition to the representatives of the States Parties to the 1999 Second Protocol, the representatives of Member States of UNESCO not parties to this Protocol and permanent observer missions to UNESCO may participate in the work of the Meeting as observers, without the right to vote.

Meeting in a semi-attendance format

The Meeting of the Parties to the 1999 Second Protocol is a governing body of the 1999 Second Protocol. The Meeting of the States Parties is convened every two years at the same time as the General Conference of UNESCO, and in co-ordination with the Meeting of the High Contracting Parties, if such a meeting has been called by the Director-General.

Among other topics, the main purposes of its 9th Meeting are:

  • to consider the reports of the Committee for the Protection of Cultural Property in the Event of Armed Conflict and of the Secretariat on its activities;
  • to approve the amendments to the Rules of Procedure of the Meeting of the Parties to the Second Protocol to ensure equitable representation of all electoral groups in the Committee for the Protection of Cultural Property in the Event of Armed Conflict;
  • to elect six members of the Committee for the Protection of Cultural Property in the Event of Armed Conflict;
  • to review the report on Synergies between the 1954 Hague Convention and its two (1954 and 1999) Protocols and the other UNESCO Culture Conventions;
  • to approve amendments to the Guidelines for the Implementation of the Second Protocol to the 1954 Hague Convention: Enhanced protection.

The main purposes of this meeting were the endorsement of the Guidelines for the Implementation of the Second Protocol and the adoption of the guidelines concerning the use of the Fund for the Protection of Cultural Property in the Event of Armed Conflict. Further, six members of the Committee for the Protection of Cultural Property in the Event of Armed Conflict were elected for a four-year term (2013): Argentina, Austria, the Islamic Republic of Iran, Italy, Romania and Switzerland.

The essential purpose of the meeting of States party to the Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict consisted in the election of the Committee for the Protection of Cultural Property in the Event of Armed Conflict, composed of Austria; El Salvador; Libyan Arab Jamahiriya; Peru; Serbia and Montenegro, and Switzerland (elected for a four-year term); and Argentina; Cyprus; Finland; Greece; the Islamic Republic of Iran; and Lithuania (elected for a two-year term).

This meeting was organized jointly with the sixth meeting of the High Contracting Parties to the Hague Convention and both meetings lead to the adoption of a set of recommendations.
