The Meeting of High Contracting Parties gathers to study issues concerning the application of the Convention as well as the regulations for its implementation.

The Meeting of High Contracting Parties is a governing body of the 1954 Hague Convention. It is convened by the Director-General of UNESCO once every two years.

In addition to the representatives of the High Contracting Parties to the 1954 Hague Convention, the representatives of Member States of UNESCO not parties to the 1954 Hague Convention and permanent observer missions to UNESCO may participate in the work of the Meeting as observers, without the right to vote.

The main purpose of this 15th Meeting of High Contracting Parties is to provide an update on activities regarding the implementation of The Hague Convention and its 1954 and 1999 Protocols since the Fourteenth Meeting of High Contracting Parties (November 2021).

The meeting will also give the opportunity to exchange views on national implementation of these agreements.

The Meeting of High Contracting Parties is a governing body of the 1954 Hague Convention. It is convened by the Director-General of UNESCO once every two years.
